Leading the $4.9M Detroit People Mover Rail Replacement Project

Jessica English is at the forefront of Detroit’s People Mover rail replacement project, managing a $4.9 million overhaul aimed at improving public transportation. As the capital construction project manager, she ensures that upgrades are completed efficiently, safely, and within budget. Her leadership in this critical project reflects her expertise in infrastructure development and her commitment to making construction more inclusive.

With extensive experience in construction management, English is not only reshaping Detroit’s transportation but also paving the way for more women to enter the industry. Her role highlights the importance of diversity in leadership positions within infrastructure projects.

A Passion for Inclusion in a Male-Dominated Industry

English’s journey in construction started early, influenced by her father, who worked in the industry. Instead of spending time in after-school care, she accompanied him to job sites, learning to read blueprints and gaining hands-on experience.

“Growing up, my dad would take me to job sites with him,” English shared with the Michigan Chronicle. “I was fascinated by the work and thought I would become an architect.”

Determined to create opportunities for women in construction, she pursued her education at Bowling Green State University. There, she founded Purple Hard Hats, a student organization dedicated to supporting women in the field.

“I was the only African American and the only woman in my graduating class of about 40 people,” she recalled. “So, I started a community of girls who would help each other with tutoring. That initiative is still active today, nearly 10 years after I graduated.”

Building a Better Detroit Through Smart Construction Management

Beyond the People Mover project, English leads Building a Better Detroit, a consultancy focused on smart, community-driven construction management. Her goal is to improve the city’s infrastructure while ensuring inclusivity in the workforce.

A member of Delta Sigma Theta Sorority, Inc., Detroit Young Professionals, and the National Association of Women in Construction (NAWIC), English is committed to mentorship and professional development.

“The element that I’m bringing to the People Mover is standardization,” English said. “I want to make it easier for clients to navigate and ride. I’m looking forward to refining the system in 2025.”

Diversity Strengthens Infrastructure Development

English’s leadership demonstrates the value of diverse perspectives in tackling complex infrastructure challenges. She has successfully kept the People Mover project on schedule and within budget, proving that inclusive leadership can drive efficiency and innovation.

Her support network, including her general manager, Robert Kramer, plays a crucial role in fostering an environment where women in construction can thrive. “I don’t have my next set of projects yet, but I’m excited that my GM is open-minded,” she noted.

A Trailblazer Inspiring the Next Generation

Jessica English is not only leading a major transportation project but also setting an example for young women aspiring to enter the construction industry. Her journey, from childhood job site visits to managing multimillion-dollar projects, underscores the importance of representation and mentorship.

As Detroit continues to grow, leaders like English ensure that infrastructure development is both innovative and inclusive, inspiring the next generation to build a better future.
