6 Ways Kamala Harris’ New Economic Plan Aims to Empower Black Americans in Housing, Healthcare, and Business

Vice President Kamala Harris has unveiled a groundbreaking economic plan. It’s set to reshape the financial landscape for Black Americans. The plan tackles long-standing issues in housing, healthcare, and business. Harris’s team is reported to have shared this exclusive priority list with BLACK ENTERPRISE.

This ambitious proposal aims to lower living costs for middle- and lower-class Americans. It also seeks to make housing more affordable. Moreover, it promises relief from rising everyday expenses like groceries and healthcare. Let’s dive into the six key ways Harris plans to empower Black communities across the nation.

1. Tackling the Housing Crisis: A Path to Homeownership

Harris’s plan addresses the housing shortage head-on. She calls for building 3 million new housing units in just four years. This bold move could dramatically increase housing availability.

The plan also includes a “first-ever” tax incentive for building starter homes. It expands existing tax incentives for businesses constructing affordable rental housing. Perhaps most exciting is the proposed $25,000 down-payment support for first-time homebuyers. This could help over half a million Black first-time homebuyers achieve their dreams of homeownership.

2. Easing the Grocery Bill Burden: Fighting Food Price Gouging

Black families often spend one and a half times more on food than white families. Harris plans to change this by introducing the first-ever federal ban on food price gouging. Her plan sets clear rules to prevent big corporations from unfairly exploiting consumers.

The plan gives new authority to the FTC and state attorneys general. They’ll be able to investigate and impose strict penalties on rule-breaking companies. This could lead to significant savings for Black families at the grocery store.

3. Supporting Families: Expanding the Child Tax Credit

Harris proposes a new $6,000 child tax credit for families with infants. She also plans to restore the American Rescue Plan’s expanded Child Tax Credit. This would provide up to $3,600 per child for middle-class families.

These measures could significantly ease the financial burden on Black families. They offer much-needed support during the crucial early years of a child’s life.

4. Revolutionizing Healthcare: Lowering Costs and Erasing Debt

The plan takes aim at the healthcare crisis affecting many Black Americans. It proposes canceling medical debt for millions. This is crucial, as more than 1-in-4 Black households report having medical debt.

Harris also plans to cap insulin costs at $35. Out-of-pocket expenses for prescription drugs would be limited to $2,000 for everyone. These measures could be life-changing for Black Americans, who are 66% more likely to have diabetes.

5. Boosting Black-Owned Businesses: Increasing Access to Capital

Harris’s plan includes several measures to support Black entrepreneurs. It proposes expanding the tax deduction for startups from $5,000 to $50,000. This acknowledges that “Nobody can start a small business with just $5,000.”

The plan also aims to increase access to capital for Black businesses. It proposes collaboration with big banks and creating a new fund with community banks. These measures could help address the fact that Black-owned companies typically receive only 1% of U.S. venture capital funding.

6. Leveling the Playing Field: Federal Contracts for Black-Owned Businesses

Finally, Harris’s plan targets federal contracts. It aims to direct one-third of all federal contract dollars to small businesses. This could significantly benefit Black- and Latino-owned small businesses.

This measure recognizes the importance of representation in government contracting. It could provide a much-needed boost to Black-owned businesses across the country.
